New repository for storing sensitive terms

As part of our Filter and blur sensitive results by term matching #377 project the Openverse team needs a new GitHub repository created. The group @WordPress/openverse-sensitive-content-reviewers should be administrators of the repository. This repository will house a README and a .txt file containing a list of sensitive terms.
